Powers and Duties of the Agency

    The Agency shall, pursuant to this regulation, have the following specific powers and duties:

    1. Construct or cause the construction of houses by preparing cost efficient housing designs that might affirmatively contribute for the beauty of urban centers, compatible with their structural plans and intertwined with the re-development of towns so as to alleviate the shortage of shelter prevailing in the urban areas across the region; 
    2. Device an appropriate mechanism in which the processes ranging from the designing to that of the construction might be executed in an inter-related manner and the construction program might be under taken efficiently as well as ensure its implementation thereof;
    3. Meet with the demands of the construction sector by producing and supplying for clients wall partitions of a building and materials to be used for the housing development and construction by employing cost-effective technologies;
    4. Gather the necessary experience and submit same to the board whereby institutions might be created that avail to emulate, try out, produce and inspect the quality of cost – effective technologies essential for the construction of houses in the region as well as establish and manage same upon approval;
    5. In cooperation with the partnering bodies, conduct various surveys and other research activities for the expansion of the housing development sector and create a favorable conditions in which such surveys and researches might be carried out;
    6. Construct those buildings having  positive contribution for the integrated housing development program and capable of serving the purposes of governmental and non-governmental organizations as well as government development enterprises and individuals;
    7. Facilitate the conditions through which it might generate the financial resource necessary to carry out the housing development;
    8. Study the amount of resource that the regional government should allocate, as well as that might be generated from the  community in need and those resources which may be obtained from other organizations so as to alleviate the shortage of houses prevailing in the urban centers across the region and submit same to the regional government and implement same upon approval;
    9. Study the resources necessary for the Agency, submit same to the Council of the Regional Government through the bureau and implement it up on approval thereof;
    10. Purchase housing and construction materials from local and foreign providers and supply same to the pertinent urban construction and housing development institutions with a view to  beneficting as to  the cost and quality there from in the construction sector and follow up their utilization;
    11. Put in place a participatory and transaction systems of working procedure through which Micro and Small Scale Enterprises may massively participate in the execution of the housing development program and closely follow up their implementation thereof;
    12. Construct and deliver houses and other buildings relating thereto at  reasonable and appropriate prices for governmental and non-governmental institutions and private persons seeking for the construction of same;
    13. Ensure that houses are constructed using materials with appropriate quality standards and thereby render technical supports;
    14. Issue price estimates or cause same to be issued for those houses whose construction shall have been completed;
    15. Create favorable conditions for the timely transfer of the completed houses on to the beneficiaries thereof;
    16. Strive to strengthen the Agency by establishing partnership in shares with other institutions and becoming a share-holder thereof; 
    17. Own property, inter  into legal contracts in accordance with law, sue or be sued in its own name;
    18. Carry out such other related activities as may be necessary for the attainment of its objectives.
